The assistance of traffic regulators is needed in various situations where regular traffic has been disrupted and there is a need to redirect the traffic temporarily.
The flow of the traffic and the regulator’s as well as the road user’s safety depends on the skillful behaviour of the traffic regulator.
At the same time, an untrained regulator can cause serious harm with their actions.
Competence I
Competence I – persons accompanying children’s groups in order to ensure the safety of the children (clause 8 (3) 10) of the Traffic Act). The participant has to be at least 18 years old.
Number of lessons: 2 theory lessons + 5 min. of practice per participant.
Number of exam questions: 10.

Competence II
Competence II – authorised officials of the Estonian Defence Forces and the Estonian Defence League if a motorcade of the Estonian Defence Forces and the Estonian Defence League participates in traffic; rescue service officials and persons involved in rescue works; nature conservation officials in a protected area for the purposes of the Nature Conservation Act, in a limited-conservation area, on a species’ protection site or in a limited management zone of an individual protected natural object and on the roads leading thereto; persons in charge of state forest management or officials of state agencies on forest roads; railway workers on level crossings; persons in charge of ferry traffic at ports; persons in charge of parking in car parks; ambulance crew members at scenes of traffic accidents in order to ensure the safety of the victims and the ambulance crew (clauses 8 (3) 1) to 7) and 11) of the Traffic Act). The participant has to be at least 18 years old, or at least 16 years old to regulate parking. Number of lessons: 4 theory lessons + 10 min. of practice per participant. Number of exam questions: 10.
Competence III
Competence III – the same as competence II + persons assigned by a road owner or administrative authority to temporarily control traffic due to road works or during duly approved events or in other events where traffic is disturbed or the road is temporarily closed for public traffic (clauses 8 (3) 1) to 7), 8) and 11) of the Traffic Act). The participant is required to have a medical certificate at the level of at least category B. Number of lessons: 8 theory lessons + 20 min. of practice per participant. Number of exam questions: 15.
Competence IV
Competence IV – the same as competence III + persons accompanying a large or heavy goods vehicle where traffic is disturbed or endangered due to the largeness or heaviness of the vehicle (clauses 8 (3) 1) to 9) and 11) of the Traffic Act). The participant is required to have a medical certificate and category CE driving licence. Number of lessons: 14 theory lessons + 20 min. of practice per participant + 8 group lessons. Number of exam questions: 20.
Competence III further training
Competence III further training – number of lessons: 4 theory lessons + 20 min. of practice per participant. Number of exam questions: 15.
Competence IV further training
Competence IV further training – number of lessons: 6 theory lessons + 20 min. of practice per participant. Number of exam questions: 20.
We carry out the courses with a flexible schedule, and if there is enough interest, we can carry out the course in a city of your choice or in your company.
After completing the training and passing the exam, we issue a certificate and send the personal information of the participant to the Transport Administration.

Finishing the training
If you have completed all stages of training successfully and passed all the necessary exams, then we issue a regulator certificate to you.
